Okay, first, I love this space. Of all the custom interior-cell settlements I've played around with, this is my favorite. The art deco style and private cityscape is really unique, and I'm having a lot of fun building here. The "HiTech" set from Snappy House Kits matches your material choices, so I've been adding rooms and a secret-lair basement. I plan on making my first settlement tour video here, as it's smaller and there are no goofy settlers to manage.
...However, I've been having issues with ghoul attacks and car explosions. In the apartment. Here's a photo before I elaborate: I walked in on this earlier today. (They caught poor R4-04 in her skivvies!)
When I enter the cell—either through the door or by fast travel—there is a ~10% chance that either 1) ghouls will be somewhere in the apartment, or 2) a car explosion occurs right as I load in. (That 10% figure is over ~20 hours of gameplay.) It seems that it's more likely to happen the longer I've been away, a la settlement attacks. Now, the ghoul thing may be some part of a vanilla settlement attack script: the game doesn't know what to do with this lovely cell, so it just tosses in some ghouls when a settlement attack is supposed to occur. As for the explosions, none of the actual cars down on the street explode: it's just an explosion in or under the apartment. It's killed me a few times, and it destroys generators and turrets.
If this sounds completely weird and hilarious and there is no reasonable explanation for this, I'll just chock it up to some conflict with my personal load order. It's a hoot sometimes: once I came back after scavving, dumped everything in the workbench, and sauntered into the bathroom to find three ghouls crammed in the back corner by the toilet. (City life, amirite?)
I'm not asking for a fix or even an explanation, no biggie. Just thought I'd let you know in case it's related to something that you're already aware of or may have a hunch about. And it's kind of funny. Anyway, thank you for crafting this little space, and I'll post a bunch of pictures when the place looks nice. Cheers!
I would say that the ghouls are a mod conflict, though they probably give the cell more excitement! As for the cars - they can get a little...frisky sometimes and decide they want to propel themselves across the interior. I forgot to use the cars that are completely static (they don't explode at all). I'll make a note to patch it whenever I can get around to it because I'd hate for someone to come back to the apartment to save and die as soon as they walk in. I do plan on using my experience from building this cell to make an even bigger interior settlement with multiple areas. Though, that's been set aside until I graduate.

Did you add the "WorkshopStackableItem" property to the floors used for the loft ? If not, that would explain why you cannot build anything on it.
PS : I added this property with the CK and it works fine. I also suggest you add a fuse box which gives 100 energy (and link it to the workshop). Placing generators in such a small space is a waste, isn't it ?
