I say this mod benefits most with mods that turn bullets into solid projectiles since I feel that walls will complete block those projectiles most of the time making the vanilla perk useless with those mods active. This at least gives an alternative perk when using those mods.
I think you are thinking of the rifleman perk. The rifleman perk makes non-energy, non-automatic weapons ignore up to 30% of the target's armor.
This new effect goes up to 30% as well, and works on all non-energy weapons, which includes hand to hand, melee, automatics, and so on.
It stacks with the rifleman perk with diminishing returns. So you get the bonus armor penetration from both perks if you are doing a sniper build.
If you get a "Penetrating" legendary weapon, take the rifleman perk, and take this new penetrator perk you will you tear through highly armored enemies while not seeing much of an increase in damage against enemies with little armor.
