All my mods are presented as is as I work full-time (& then some) and do not have time to actively mod at the moment. Upon my next playthrough I intend to revisit all mods, add new requests as I am able and address any compatibility issues.
I found the problem for me. Had to change the load order (dunno why) but by moving it lower and disableing and re-enabling it got it back. Hope this helps someone else. I use NMM for mod management. You also need to make your Plugins.txt and Loadorder.txt files read only, found in (for me) C:\Users\Yourname\AppData\Local\Fallout 4
I believe these are the only pre-war outfits that we see at the beginning of the game that we can't obtain later on via normal means? You wouldn't believe how long I spent trying to find their ID code, only for them to not appear in my inventory. Thank you for adding them for us
I, for the love of my Gods, wondered many days if your mod was broken to not change the dresses I wore. Read more carefully your description and confirmed I'm an idiot. So now, I can compliment you about your work and the enlightement you made about myself. Thank you !
It's called "Cait's Bandolier". I found it in qasmoke one day and have yet to encounter it naturally in the game world. If you want to spawn it in, the ref is 001921D8
@antidote102 v1.1 is in fact the ballistic support. There is no v1.2 as was stated in the description, I was veeery sleepy when I wrote that. I've been able to craft it on them and I'm using the NMM dl myself to make sure the correct .esp was dispensed. Make sure you have the associated perks for crafting ballistic weave. Also, if you have any mods that do something similar to any other piece of armor in the game, I recommend putting my esp below theirs in your load order. I'm glad you like the retextures

Edit, by broken, I mean the flowery dresses no longer show up.
