How would nobody in Fallout's America notice a bunch of Chinese building a coffer dam and constructing a concrete bunker under water right next to a suburban subdivision? Or strangers inexplicably swimming into the middle of the pond and vanishing? All people of Chinese descent were interned in prison camps in the years prior to the Great War, too.
It's all well and good to want to make a convenient build location near Sanctuary, but you're going to have to contort yourself into a very unhappy pretzel to justify some lore backstory of Chinese spies building a military-grade underwater bunker right next to an patriotic American tourist site, the Old North Bridge, and a populated suburb.
Hiding in plain sight. People were building bomb shelters all over the place, so it probably wouldn't draw as much attention as you'd think. They probably had all the proper permits too. And I seriously doubt that every single Chinese-American person was detained, it's not only politically unsound, it's not practical. It's not like they'd wear their PLA uniforms, they'd have cover identities. Also, during the Cold War, many, if not most, Soviet spies in the continental US were not Russian. They were European, or American. I figure the Chinese would operate in much the same way.
I personally think it's pretty silly to expect realism in this game. I've played something like 1700 hours in the game and I still love it, but NEVER think of it as remotely realistic. It's a game. Play it the way YOU like. Download this mod or don't, but there's no real reason to critize the realism of the content. There's very little realism in the commonwealth.
Don't think so, he already replied and in a way, that I expect him to come up with some more, when he is ready to, no need to hassle and if he keeps it like it is, fine with me too,
100 electricity without a generator is whack - I suggest you simply make another small room and put one in there, along with an exhaust vent, since this would make this mod a little bit more immersive. :-)
Oh and since it is supposed to be a former chinese spy bunker, at least one flag or something reffering to them would make it even more immersive.

This bunker is OLD, so old, that it has existed even before (new) Sanctuary was founded and build up - there is plenty of possible explanations.
Also, it could've been supposed to be an "outside" addition to the vault, like in vault 80, the one with those radioactive moles .....
He NEVER wrote, that the Chinese have BUILD this bunker, only that they USED it - a fine, but important difference
