The download from this mod page should be archived (using a tool like 7z or winzip).
Currently the file downloaded is a FOMOD which to my knowledge isn't acknowledged by any mod manager as a valid archive (at least it isn't by MO2). Therefore the mod isn't displayed to the user to be uncompressed and deployed.
Hey is it possible maybe to add a version to collect technical documents for someone in The Institute? To me, it'd make more sense for The Institute to collect technical documents about The Commonwealth and would be nice for players who chose The Institute like me. :)
How do you know Rowan doesn't already work for the Institute? Or at least sell to them via a middleman? Just tell yourself that. After all, logically there wouldn't be many customers for the documents - only other one in the game is the BoS' Quinlan. And realistically, he's hardly gonna stand there in Goodneighbor and tell you he's an Institute or Railroad agent, so that means many scenarios work.
Oh no... Please don't place him back against that wall. Dr Goodneighbor is also shoved back against that wall, and it sucks for those of us with the Better Goodneighbor mod. It makes squeezing back there to talk to him really awkward. I also have another mod that places an NPC back on that same wall. WHY!? Please consider standing him up somewhere else? I REALLY want to use this guy. And, i really hope you make another NPC that takes Viable Blood Samples too.
I don't use Better Goodneighbor, but I can look into it to see where there's some free space in both that and the vanilla game, maybe make a compatibility update.
I'm not entirely sure how I could fit the blood samples into a lore-friendly mod, [Who else besides the Brotherhood would have both the scientific equipment and the desire to run research on mutants!] but I'll keep that idea in mind - though I don't think I could shoehorn the X-111 reward into it, since that was expressly made by Scribe Neriah.
EDIT: A hotfix has been uploaded. I haven't been able to specifically test with Better Goodneighbor, since I don't have the required DLCs, but from the footage and screenshots I've seen he should be in a clear area now.

But yunno, i'd be personally pleased if there was a feral ghoul that wanted them just to drink lol. And would give you junk or aid items in exchange. Like the stuff you normally find on them.

For the blood samples, after you rescue Curie from Vault 81 and turn her into a Synth, you could always set her up a lab somewhere (the whole reason she wants to be a synth is to further her research with a human-equivalent brain) and give her the blood samples for her research. Though that would involve editing a companion, which tends to be more tricky than editing a random npc/making a new one from scratch. Maybe give her a lab assistant that handles the blood samples?

Game changing mod for me. I would pick them up as zero weight loot. Anyways, here is my two cents.
What about a ghoul in the Science Center Gift Shop near Monsignor Plaza. The NPC could be doing research on why ghouls go feral and possible treatments. NPC needs blood samples from irradiated creatures to study. Wish I had a nack for modding. No wait,I'm lazy.
Virgil or Amari would be good for an alternative blood sample radiant. Also note, regards Dr Goodneighbor, the mod's been updated to put him in the foyer of Hotel Rexford. There's also the expanded More Doctors which includes him and adds more (Concord etc).
I know you are probably long gone but Rowan strikes me as a perfect member of The Followers of the Apocalypse, maybe after a while he should give you their coat.
He could take folders and burnt pre-war technical manuals too.
I really like these quests when playing BOS. I'm going try and see if I can move this guy to my settlement through the console and hopefully he doesn't wander off or I don;t break the game. These missions are great for exploring and roleplaying.
Can you do a version with no Rowan? I was looking for a mod to make them spawn from the start for immersion's sake, it's strange how they suddenly appear.
