A bluepring for Spectacle Island. It's a safe house complete with all you may need.

Spectacle Island Safe House
DISCLAMER: This was built as Mercer Safe House for the Railroad. As such, I did not use the entire island. I did try to provide everything necessary for anyone to use it as a settlement or at least improve an existing settlement.
You will find a fairly big house with several bedrooms, a nice living room, a kitchen and a bathroom. All the rooms are complete with adequate furniture. There's a work station as well, with an armor workbench, weapons workbench, power armor station, robot workbench and chemistry station. I also included some containers and shelves to store items at your discretion. There's a gym for the Synths rescued by the Railroad to exercise. The water fountain is functional and the Power Cycle is connected to a power conduit for those night time sessions. You provide power to the lamps above while you pedal for your life. In continuing with the hole "New Face for Synths" thing that High Rise mentions, I included a barber shop and a facial reconstruction shop, just assign someone to them. There is also a fairly decent crop field with all sorts of produce, except gourds. The security is composed of robots from the Robot Home Defense mod - Assaultrons and Sentry Bots, along with one Police Protectron guarding the work station. There's also a scrap station outside the work station - the one with the gold Eyebot in the pictures.
Since the Island is mostly free, you can add things to your heart's content and make use of the original power source in the wrecked boat (I hope, seeing as I did not scrap that area).
Mods Required
The Plug-ins are in the picture, but the list isn't complete. I'll list every mod I have related to settlement building and you choose which ones you want, or need. It's easier for everyone this way. If you need more informationon the plug-ins, you can open the JSON file with Microsoft Word and seefor yourself.
