HOW TO USE BLUEPRINTS
Manually download the settlement blueprint. Do NOT use a mod manager unless the mod comes with other files and the mod author specifically instructs you to do so. Go to your game folder - Data\F4SE\Plugins\Transfer Settlements\Blueprints. If you don't have this folder or any of the previous folders in the string, make them. You can store up to 50 blueprints within the Blueprints folder.
Open the zip or archive for the blueprint you downloaded. Some mod authors will already have the file structure inside, some will only have the blueprint file itself. You do not have to use the folder number the file comes in. You can make your own numbered folders. For example, you download a blueprint that comes in folder 5 but you want it to be folder 10. Do it! Just drag the blueprint .json file from the archive into your new, empty folder 10 and you're done.
You should also rename the files (which I recommend) so you can remember what they are. Some files have long names that may not make sense. Change it to something easy to recognize in your pip boy, such as: Sanctuary by [mod author] and then when you use Transfer Settlements in game, it will show as that title. You access the blueprints by loading the Transfer Settlement Holotape.
NOTE: After successfully importing your blueprint (and provided that you read the instructions and prepare to go far away for a few in game days) you may notice that when you attempt to fast travel or save your game it may appear that the game is frozen. Just wait. Sometimes saves or fast travel sit suspended for several minutes after import. It does eventually finish the save or travel.
It looks good, my OZ is very bare but I like the simplistic transfer settlements that fit the game aesthetics. If I don't have OCDecorator and Homemaker, what will be missing? The trains are DLC content right. I'm guessing I'll be missing out on the interior decorations.
Well im afraid if you won't download homemaker some structures will be missing for some reason even if i used vanilla assets my friend said that there was flying railing for him when he didn't have homemaker installed and ocdecorator is not really needed but it feels way nicer and realistic when you have these decorations in but it's completely up to you!

I'll check out Homemaker. I just don't like scrolling in the workshop so having hundreds of additional building items, whilst great for variety, is inconvenient to me. My Furniture-Misc tab is already a pain in the ass to scroll through because I have some settlement building mods.
Yes i understand that it happend to me before that after uninstalling some settlement mods my menu got messed up by missing structure tab and all but Homemaker is nice because it creates its own tab so u can navigate in it easily
This is Great! I love the survival theme you were going for! You should really make similar builds like this one but for other settlements! That would be great. I like how it only requires like 2 mods too!
Make sure that the blueprint has been placed in the correct folder. The default for me under Win 10 x64 is C:\Program Files (x86)\Steam\SteamApps\common\Fallout 4\data\F4SE\Plugins\TransferSettlements\blueprints. Your file locatioin should be similar if you chose the defaults, otherwise you will need to do a bit more sleuthing. If all else fails, try a Windows Search for "blueprints".
ALSO.... Before you dump the new blueprint into the folder, make sure that you aren't going to overwrite an existing file. Make backups!!

Addendum: If you used the NMM to download the file, it installed it to the Fallout4\Data folder. You will have to move it manually. Once in the correct folder, you will need to create a "New Folder" and give it an unused number for a name (if you have other blueprints), otherwise any number will do (1-9 IIRC).
