just drop in your fallout4/Data Folder and Enable Via NMM!
I have it loaded near the end of my mod list.

You MUST Add the Following line to your Fallout4.ini AND/OR Fallout4Custom.ini to be able to reach the settlement!; "bBorderRegionsEnabled=0"

the location is just north of the robotic dumpyard area and has a fast travelable map icon.

Required Master Files are Fallout 4 and the High resolution Dlc
(honestly not sure why it needed the highresdlc)
