I like the changes you've made. I never liked how much bonus damage and various 100% resistances perks gave.... felt like it made things too simple. I'll have to keep an eye on how this thing evolves.
I've added a lot of stuff to the next release, went through tons of encounter definitions and rescaled the health bumps to a saner level. Next version should be out in a day or two, and will cover most if not all generic human enemies and synths, plus a few unique NPCs as well.
That's really just the first bullet point. What I'm doing, is making it so it's not just a grind to get bigger damage multipliers, while all the enemies slowly scale up to tank that damage. When it's done, it will make certain creatures of the wasteland almost impossible to beat when you are at a low level, even the basic super mutants will give you a brutal fight when you start out.
I don't get it. At low levels, a lot of creatures are just about unbeatable. Is this mod made because of a modded playthrough? Survival difficulty already made a lot more challenging if your not into bullet sponges. There is also the Custom Difficulty Mod. I never had a problem with high level creatures making me run away from fights due to being under-leveled myself.
Well, this mod might not be for you, I guess. I really enjoy playing with raiders that are more careful when they get weapons which doesn't favor assault tactics, and feeling that you are actually progressing as certain enemies start to be beatable only at high levels. YMMV.
