Well, basements now link to the parent settlement they're placed in, which is a HUGE improvement! However, you will be disappointed to learn that if two settlements are linked via a supply chain, the extra items shared will not appear in the basement. Only the parent's items. You know how when when you actually LOOK inside a settlement workshop when it's linked, you don't see all the linked items until you open Workshop mode? It's EXACTLY what is happening here. The containers don't link when Provisioners are set up, the locations do.

Update process from v1.x to v1.3
First of all, this is not an emergency update or anything. If you are currently mid-game using v1.2.1 and do not want to lose the basements you've built, you can wait to upgrade until later, when you're ready to start a new game.
v1.3 does require a clean save if you are updating mid-game, which means the basements will completely revert!
Due to some scripting changes, this was unavoidable. Again, DO NOT UPDATE if you don't want to have to do a clean save procedure and lose your basements.
If you DO want to update mid-game, here's what you need to do.
BACK UP YOUR SAVE! This is always a good idea in case you need to downgrade.

URGENT: PLEASE READ OR RISK LOSING YOUR BASEMENT CONTAINER ITEMS!!
This new version dynamically links the basement workshop to the parent container of the settlement it's placed in, so they share items. Provisioner linked settlement items are unfortunately not shared, but I cover the reasons why extensively in the sticky post.
Once linked, the old basement workshop container items will go away, so what you need to do is (if you care) move your stuff OUT of that Workshop before they're linked. Below are the steps you must follow.
