You are able to use this, or any, saved game file regardless of previously installed mods. The only exception I can think of would be if the character was located in a modified area; i.e. a modified building or a completely new area. To the best of my knowledge the saved game file, as it pertains to the character creation sliders, will remain persistent even without the mods in the screen shots. In other words, this file has no requirements. The only thing that may look different when loading this file to a completely unmodified version of Fallout 3 would be the textures, you would simply have the default textures in place.
