Found this while looking for mods to facilitate pacifist playthroughs. Curious tho... since your father gives you this during the opening tutorial does that mean you can get past that "birthday bb gun" segment without having to kill the radroach? If so that would be WONDERFUL! Always resented how Bethesda forced us to kill something right from the start. >_<
The information you mention needing in the description is actually a faction that characters are either a member of or not. Look in the faction list and there is one that controls whether a person can be mezzed or not.

As far as the file, I deleted the one in my data folder, d/l'd this one and ran it. Threw on my stealth boy, and mezzed Grandma Sparkle and the Scavenger trader down the way from her. I don't know what the problem could be with your file kayn15. It didn't work on anyone in Vault 101 when I started my game... Eh.

No this doesn't pop their heads. Not that I know of. I think it still frenzies though, because I can't seem to mezz a lowly Megaton settler without them trying to kill me. Then again maybe It's just because I attacked them. It doesn't work on everyone. I mezzed every raider and slaver I got the sneak on though. Mezzed Flak. All the scavenger traders I've run across too. It only works on crit.
Edit: Damn, I didn't write a read me file. Ah well. If you don't know how to install a mod, you need more help than I can provide. *sigh* Oops. Open Fallout 3 Launcher, click on Data and check the pacifistbbgun.esp file. Done. Wow, I suck. haha
