Thx ! my pleasure. I had another plan on mind when doing this mod ... the remastering of DW but all assets are locked by xepha... DW is probably the best weather mod available for FO3 but it is getting old. I reworked ESM to remove all Bloom and Blur from eye-adapation feature as sky was getting far too bright looking at the horizon. I reworked all clear weathers to get proper blue sky, all foggy and rainy weathers to get proper fog rendering for near and far planes. Reworked sun assets, added subtle lenz flare, reworked moon textures to get sharper rendering and reduced its size by half ... I wish I could share that as well !
Yes, kind of ... it remains a little bit of it (went from blur radius 7 to 1 in DW esm for each weather). You can't disable the feature completely as it is embedded in HDR setting. Changing blur radius in fallout/prefs.ini [BlurShaderHDR] doesn't do much ... Disabling imagespace produces weird visuals on water...Disabling HRD disables all main effects (ambiant, specular, Diffuse pass...) unfortunately.
I could and will probably release a fix in a near future then ... You might be right afterall, releasing an esp as a fix to counter balance engine glitch not a crime : )

Surely you could at least release an .esp that implements those record-based changes overriding the ESM?
