If you use Better rain for Fallout 3 weather mods with Dynamic Weather you wont see rain when you look up or down
This makes a script change to Xepha's Dynamic Weather - Rain.esp that makes the rain visible while looking upwards and downwards. That's all
Usually the rain disappears when you look up or down at angles more than 65 degrees-ish.
If you don't use Better rain for Fallout 3 weather mods, you don't need this esp replacer, and maybe it could cause issues.

Let this esp overwrite the usual one. Manually or with a mod manager
