About this mod
Enables a true no-kill run of Fallout 3 by providing immersive and lore-friendly alternate solutions to a number of quest objectives that otherwise require killing.

Version 2.1 is "feature complete". It allows you to finish the Fallout 3 main quest and all named side quests that previously required killing, without killing anything. That doesn't necessarily mean it's the final version. Although it's not in active development any more, I'll try to address bug reports and I may add DLC support at some point. I made this mod in parallel with a no-kill run on YouTube, and features were added incrementally. The YouTube series also featured mildly technical explanations of how the mod works at the end of each video.

Configuring PAM
PAM 2.0 added a user interface for configuration options. It can be launched two ways. First, there is now a terminal just inside the entrance to Vault 101. If you don't like it, open the terminal and select "Exit and Hide Terminal". Alternatively, you can launch the menu at any time, anywhere, by opening the console and typing:

PACIFIST ALTERNATE SOLUTIONS
- Growing Up Fast - After Dad tells you to kill the radroach, talk to him and refuse. He'll kill it for you.
- Escape! - In the vanilla game, if you have the BB gun in your inventory, you can't offer Butch the baseball bat. This virtually guarantees his mom will die unless you help kill the roaches. Mod lets you lend him any weapon in your inventory, including the 10mm pistol (but the baseball bat works best).
- Wasteland Survival Guide - The molerat repellent stick actually works as Moira intended. This feature can be disabled with the configuration interface by selecting "Molerat Repellent" on the Customize menu.
- Tranquility Lane - In the vanilla game, if you trigger the failsafe (killing the residents IRL) your kill count doesn't go up. If you kill their avatars in the simulation (leaving them alive IRL) your kill count does go up. Mod reverses that. You can disable either or both of those changes with the configuration interface by selecting "Tranquility Lane Failsafe" and "Tranquility Lane Mayhem" respectively on the Customize menu.
- Waters of Life - After arriving at the Jefferson Memorial, tell Dad there must be a way to drive out the Super Mutants without killing them. This will start a new side quest to do exactly that, with its own objectives.
- The American Dream - Optionally increment your kill count for giving Colonel Autumn the wrong activation code. This option is disabled by default, because the death occurs offscreen and the accountability is debatable. Can be enabled with the configuration interface by selecting "Strict Accountability" on the presets menu, or the "Wrong Purifier Code" option from the Customize menu.
- Big Trouble in Big Town - Tell Red and/or Shorty to use a Stealth Boy, increasing their chances of surviving the escape from the Germantown Police HQ.
- Tenpenny Tower - It is now possible to prevent the human residents from being massacred after the quest is completed with the non-violent option. Several steps are required. 1) Speak to every NPC with "how would you feel about ghoul neighors" dialogue, 11 in total. 2) Visit Tenpenny's penthouse suite after the ghouls move in and discover that Roy has killed Tenpenny. 3) Speak to Gustavo about what Roy has done and either pass a Hard speech challenge or refund the bounty he gave you to kill Roy and his followers.
- THOSE! - Use BuzzOff to drive the Nest Guardians to the northmost part of the Queen's Hatchery. They will escape through a hole in the wall and collapse it behind them. Tell Lesko what you did, and the quest will proceed more or less as if you had killed them. However, triggering the inhibitor pulse yourself will increment your "Creatures Killed" count by the number of Grayditch ants that are still alive (if any).
- You Gotta Shoot 'Em in the Head - The quest already has a no-kill solution; the mod simply improves the roleplaying experience by allowing you to start it without agreeing to kill Crowley's targets. First, bail out of his intial pitch by saying "I don't like where this is headed." Then persuade one or more of his neighbors to snitch on him. When you confront him, you will have the option to refuse the quest again or persuade him to admit that he just wants the keys. The quest will then start and proceed normally.
- Stealing Independence - Can optionally increment your "Creatures Killed" count for causing Button Gwinnett to self-destruct. This option is disabled by default, because there is no prior indication that being rude will kill him, and the accountability is debatable. Can be enabled with the configuration interface by selecting "Strict Accountability" on the presets menu, or the "Gwinnett Self-Destruct" option from the Customize menu.
- Oasis - "Creatures Killed" will be incremented if Harold is killed, either by destroying his heart or burning him. This feature can be disabled with the configuration interface by selecting "Kill Harold Effect" on the Customize menu. It will be disabled automatically if you previously chose the "Bug Fixes Only" preset.
- Agatha's Song - Triggering the noise flush in Vault 92 can optionally increment "Creatures Killed" by the number of mirelurks that are still alive in the Living Quarters. This option is disabled by default, because there is no prior indication that the sonic flush is lethal (one vanilla terminal entry even hints that it might not be) so the accountability is debatable. Will be enabled automatically is you previously chose the "Strict Accountability" preset. Can be manually disabled by choosing the "Vault 92 Noise Flush" option from the Customize menu.

- NEW ITEM: Deathclaw Dog Armor. Made from tanned juvenile deathclaw hide. While wearing it, Dogmeat won't die at zero HP, but go unconscious. Can be bought (or stolen) from Joe Porter in Canterbury Commons.
- NEW CHEM: Buzz Off! insect repellent. Lasts four minutes real time. Any mutated bugs within 20 feet of the player will flee (radroaches, bloatflies, giant ants, and radscorpions). Can be found in 20 locations across the wasteland, and will occasionally spawn in the inventories of vendors who sell chems (Cindy Cantelli, doctors in settlements, etc.)
- NEW ITEM: Enclave IFF Transponder. If it is in your inventory, Enclave forces will not attack on sight. They will turn hostile if attacked, and unlike the Ghoul Mask, they will not immediately become friendly again if you hide long enough to get back to HIDDEN status. Given automatically upon leaving Raven Rock. Can be sold or dropped if you don't want it.
- NEW ITEM: Taser Fist. Unique variant of Power Fist; does minimal damage but stuns target for a few seconds. Good for clearing an escape route when you're surrounded. Sold by Flak and Shrapnel in Rivet City. Two things worth noting: 1) If you're attempting a pacifist run, be aware that "minimal" damage may still kill extremely weak enemies like radroaches. 2) It doesn't stun extremely large enemies like super mutant behemoths or giant ant queens.
- FEATURE: Junk vendor inventories can spawn radscorpion poison glands, so you can make a dart gun without killing any radscorpions.
- VANILLA GAME BUG: If you read the Scouting Report on the overseer's terminal while escaping from Vault 101, talking to Moira about the armored vault suit makes the game forget you read the scouting report, and you won't get the related dialog options with Amata or the Overseer during Trouble on the Homefront. Fixed.
- VANILLA GAME BUG: If you steal the armored vault suit, or if you don't ask Moira about it before starting the Wasteland Survival Guide, or if you ask her about it but then don't start the quest, then the option to ask Amata about it during Trouble on the Homefront will not appear. Fixed.
- VANILLA GAME BUG: During Trouble on the Homefront, the Overseer often speaks the wrong line if you fail the speech challenge to persuade him to let the rebels go outside. Fixed.
- VANILLA GAME BUG: During Blood Ties, in response to either the Charisma check or Scoundrel perk check to get the password to Ian's room, Holly calls the player a "guy" even if female. Fixed
- VANILLA GAME BUG: Depending on the order in which you complete certain objectives during Blood Ties, dialogue with Lucy West and members of The Family after the quest is complete may be impacted by several different bugs. Fixed.
- VANILLA GAME BUG: A rare set of conditions can cause Roy Phillips and his gang to become permanently hostile without the player attacking them or choosing hostile dialogue options. Fixed.
- VANILLA GAME BUG: If you bail out of Mister Crowley's initial pitch by saying "I don't like where this is headed," and then persuade one or more of his neighbors to snitch on him, he may act as if you already accepted the job. Fixed.
- VANILLA GAME BUG: Female PC dialogue option during Stealing Independence to tell Button Gwinnett you are an agent of Thomas Jefferson (instead of Jefferson himself) was unreachable. Fixed.
