Most likely you put the file in the wrong folder, or you didn't install Command Extender. The file should be in the same folder as the "fallout.exe" file, not the "data" folder

If I know there's a quest related to that region, I have a reminder about it in my quest tab, thus raising the chance I will return there. If not, I might forget about that area entirely.
Take Nuka Cola challenge. It's a minor quest that I dont really bother to visit girdershader to activate it. I dont really bother with GS, period.
But if this get activated automatically, then I have quest reminder, and a radio reminder. Thus I might remember to visit that ass end of nowhere sometimes.
People dont focus on gameplay generally get backward on the function and relation of quest and exploration. Quest is the drive to urge people to explore, not a reward for exploration. ----- Counter example is the cannibalism problem in Andale town~ I am sure the writing department was loving that quest much, but not me. Thus I dont really have a drive to visit that out-of-the-way townlet~ But if that quest was activating since game start, I might visit there simply due to completionism drive me.
it only added 18 quests, the ones from point lookout and one from broken steel. i only completed a few quests before activating it because i didnt want to break the ones i already started. surely theres more that shouldve activated right?
Surprisingly that's almost all, I only added the side quests. Ofc there are a lot more but most of them are unmarked quests or part of main quest, but mostly that's about it. There are a few quests that i couldn't get to work for now, not many tho, those being "oasis" "stealing independence" and "an antique land".
I could also make a mod that "marks" all of the unmarked quests and update this one in order to make it even better, but that would take a while
