INSTALLATION:

Drop GoodByeBlueSky.esp in your Fallout 3/Data folder, check it on the launcher and you're good to go.
You can also install it with a Mod Manager.

UNINSTALL:

Go to your Fallout 3/Data folder and delete GoodByeBlueSky.esp

START THE QUEST:
Go to Rivet City, you should find an NPC standing near the entrace, talk to the NPC.
