Wondering this myself Well Fallout 3 Heap Replacer by iranrmrf requires use of 4gb patch and it's the most recently updated as far as Feb 2022. This one by Stewie is a FOSE plugin and has a customizable ini.
So take your pick, I'm using iranrmrf's version because it was recommended by mod author of Fallout Anniversary Patcher which happens to be lStewieAl So there you go
After I initially downloaded this mod... I started getting some weird CTD issues. The game would bog down on reloads and then eventually crash. Disabled, things went back to a "normal" state of play. Started a new run recently and found that my CTD issues decreased dramatically when not using this .dll file. To be honest, I never really noticed any game improvements, like some have posted here. Especially "all" stutter disappearing. Of course everyone's system will act differently with these "fixes," but still...
Between this and your Out of Memory Fix, I'm finding that not using them is better for my overall game stability. Just through observation of using/not using them. I'm wondering if this has something to do with the fact that you don't have rights to alter FOSE? Therefore the intended fixes are not as good as they could be. Like when it comes to implementing them into NVSE directly.
This fix should definitely have no issues since it just changes the initial heap allocation. Maybe you’re running out of memory? Try GetIsLAA in console (you’ll need Command Extender), the result should be 2.
It’s nothing to do with FOSE or NVSE, they both just load these plugins and otherwise have no other purpose.
Hilarious. Right after making this post my screen went blank and I got a 2 beep alarm on my system. Nevermind this post and the other one on your memory fix mod page. Now, if you'll excuse me... I'm gonna' go reset my RAM sticks and graphics card. I feel so stupid. Sorry about all this.
Thanks for the tips... I do have command extender. I'll try that after I beat my hardware with a hammer.

As of writing this, I've logged about 10-15 hours of gameplay with only a single crash on the Steam version no less. Before that, I had about 5+ fresh installs and couldn't get past Vault 101 without crashing at some point during the tutorial. Thanks for helping save Fallout on Windows 10
Since I've added this to my fallout Load Order I've been getting an error where I have no choice but to "Close Program" for Fallout 3. Event Code ID 1000. Before this it was working. So I went to look at Fallout3.exe stopped working and I forgot to add to lines in my Fallout3.ini files and they were this:- bUseThreadedAI=1 and iNumHWThreads=2. I hope my game works now. Now For testing the game with those 2 lines.
I'm still getting the same error message and this time it only occurs when I've completed putting the observation module in the mirelurks egg pods (Wasteland Survival Guide) and leave to go out the Anchorage door to the outside world. At this point the game crashes again. Not once but each time I go to leave through the door.
Before I followed GamerPoets video Series My way (the last video was February) to set up Fallout 3 GOTY and also followed his directions to install mods. This mod was not released back then therefore it was not originally included in my Load Order. I was also following Kelmych Fallout 3 STEP Guide as well at the same time. I did not have any ctd's occurring. Only on the weekend did I decided to update my Load Order to be updated with Kelmych Fallout 3 STEP Guide. Only this mod was included in the Load Order and I was testing the Load Order (using MO) that's when the ctd's started. Also I might add that I decided to included the 2 lines in the FALLOUT.ini in the Game Folder (Steamapps\common\Fallout 3 GOTY\FALLOUT_DEFAULT.ini I have not tested this yet but I will get back to you see if it worked. After adding the 2 lines in the FALLOUT_DEFAULT.ini I have not had 1 crash to the desktop. Plus, someone suggested to go through the entrance in the river sewer instead and plant the device in there. After all that my game is now working.
I've discovered that if using this mod, along side FSR... it works best with RoyBatty's ini file for FSR. Made available by Gamer Poets resource page here on the Nexus. However, it sucks that I have to adjust my monitor from 144 Hertz down to 60 Hertz. Old arsed game.
I take it that setting the heap size in the ini to 768MB would reduce lag much more than 400MB, right? If so is there any downsides to setting it to max? Any special requirements?
I would be interested in the response to this too.
In either the Skyrim or FNV STEP guide (can’t recall which) ,it is suggested to increase the Heap allocation if running higher resolution texture replacers. Roy Batty and others suggest figures of 400 to 420 as optimum but state it can vary depending on rig/setup.
Gopher said in a video long time ago (for Skyrim scrap heap) that the memory is used by other things, so you can't just jack up the allocation forever. If memoryblockslog says more memory is needed then more is needed, otherwise it's not.
I am using the STEP mod build for my FO3 since last year. With almost exactly the same mods, patches and order, the addition of this one appears to have given me a much more stable game (4hours straight tonight across many cells, no crashes), definitely faster loading in places and whether coincidence or not, better results from the stutter remover.
I have noticed that I do get very brief bouts of stutter I never used to when presumably cells load. Truly an insignificant problem though.
Amazing that people are still working on FO3 after all this time. Thank you again.

Still don't notice any difference in performance when using this mod though. Using default 400. Maybe i'll try increasing the heap size. *shrugs
