@ davidds There are actually quite a few mods that all basically do the same thing. The difference between them is what other mods are supported (xCalibr, WMK, Vanilla, etc.) and/or how the projectile speed was modified. Some go for a more realistic speed, using the in game units and real world speed of different bullets to modify projectile speed that is something closer to what actually occurs in real life (or at least as much as possible within the confines of a game), while others either modify the velocity using inaccurate methods or just modify the value to their liking.
The mod you listed only affects the velocity of the default ammunition and the ammunition that was added by WMk, which is right under 20 projectiles. This mod focuses on all of the projectiles that were added by xCalibr, which is just a little over 130 different projectiles.
Probably not, since I do not own, nor do I plan on owning NV. If Calibr and xCalibr have both been ported to NV, then this should work as well. So if you or anyone else wants to port this over, feel free to do so.
