It'd be nice if there was some kind of flood control on the amount of sweetfx presets that are allowed on the nexus - sifting through every single persons personal preferences for bloom and color saturation makes it hard to actually find "real" mods.
In the early days of a games 'modding life' this tends to happen. You tend to find a lot of save games, simple mods, tweaks etc. Something similar happened for Skyrim, and my guess the same will be true for Fallout 4. It will settle down once better understanding of the engine is achieved and more 'content heavy' mods begin to emerge
W3 modding is off to a great start hopefully the REDkit won't be too long, would hate to see all the enthusiasm fade away just because the timing is not right..

Will it be possible to see mods on the scale of skyrim? Witcher 3's world is so big and there's so much potential it would be ashame to see nothing big come from modding.

The way that it is set up is that anything in the game can be changed to a degree but you can't add anything without cooking (cooking without the world) the game. So all you can do is make new add-on adventures. In TW2 I made a complete follower mod using the succubus template but it only works on my own game because I cooked it. I also made a follower for TW1 that you can find on TW1 Nexus.
Sadly their commitment to modding looks to be less than enthusiastic, in a tweet they said they'd look into releasing the SDK when the expansion and DLC is all done, that's 2016 and way too late, it'll be a repeat of the last game where the tools came out after everyone had moved on.
The developer you cited doesn't work on the modding tools himself, though. He has probably just played it safe on twitter. The guy who actually works on the modding tools said the following a week ago on the official forums (second quote):

-"I can confirm that. About the IGN livestream: The developer was just not 100% sure, since he does not work on Redkit and wanted to give a cautious answer just in case. But we are definitely working on this."
If they can make Skyim's old engine look like this (https://www.youtube.com/watch?v=tktMryae6R0), then I think TW3's state of the art RedEngine is going to be a playground...
