I know this is two years old and you probably don't even play Enderal anymore or figured it out yourself but I figured I'd post how I figured out my problem. I don't know if this will apply to what you had but if you have the R.A.S.S Cold Breath for Enderal mod, it gave me the same issue of becoming ashy/sandy everywhere. Now, I'm not sure if it's because I was using both at once that caused the issue but as soon as I disabled the other mod, I was no longer having this issue.

i still have the rain splash effect in desert, i use enderal VR, does you mod work with it ?
