In your options/online it's the last option. Make sure you change it the main menu BEFORE you load into your save. If you change it while you're in game then it's too late, mods have already not loaded. If that happens, close the game entirely and open it again and then change your setting.
Also something that has been happening to me, that setting keeps getting reset to on. So make sure you check that it is still off each time you start the game while in the main menu. (note: This might only be happening to me because I've been working on other mods and changing files. not sure)
Actually it resets for me too lol. Yeah i figured it out on my own. No idea, i had to reset the game aswell. Also im not sure if its your mod or not, but when i open the boxes that are normally locked, they are literally all empty. I am using 2 mods i think, that edit the same files, not sure it messes with the same code,
Edit: Nevermind i figured out the mod that is at issue that is causing this, its the mod that should be improving all loot found.
Yeah I've had to do a LOT of file merging because so many mods use the same files. There is a plugin for 7zip that lets you compare two files. This is super handy when merging mods/files.
Just a heads up. Keep a few lock picks handy. I'm finally later in the game and I can see that doors still have lock picking. This only happens in a few missions though.

From what I'm seeing, the DLC files haven't changed for quite a while
Update: except quest-related chests and doors, but it's not a big deal.
I was playing yesterday with several mods and when I went to play today nothing was working until I disabled that feature.
