It's a ReShade, so you need to download the program first from here https://reshade.me/ and then copy the .ini file from this into your main game folder (where the executable is).
When you open the game you'll see a pop-up appear in the upper left corner, read it, open it's menu and select the .ini you've copied into it.
You can also tweet stuffs yourself to make your own custom reshade. I always do that.
