Car parts can be repaired 99 times before being completely broken, and lucky repair chances for both skills is 100%, with an optional mod to remove the requirements for the skills so you can get them at lvl 1.

other mods that "attempt" the lucky repair skill 100% usually set this: <effect id="PerfectRepairChance" change="0.25"/> to <effect id="PerfectRepairChance" change="1.0"/> and i'm pretty sure this is wrong because it didn't work 100% so I set it to <effect id="PerfectRepairChance" change="2.5"/> and now it works consistently.
I split the mod up quite a bit so you can pick what you want (somewhat), they're all in the zip file.
installation: drag and drop data3.pak of your choice into DW folder.
a thing to note is that if you load an existing save that has carparts already and they're not at 0 they'll be at 95-99, if they're at 0 they'll stay there, after saving with this mod installed and uninstalling it, the car parts go back to normal minus the amount of repairs, so anything less than 95 will be 0 i'm pretty sure.
