Copy and pasting my post from elsewhere as this just solved it for me.. Unsure of it being on their end or mine.
(I was personally just missing the Spoils of the Avvar and could play normally otherwise.)
I contacted EA support, supposedly getting a EA version of the game fixes it. I knew the stuff was installed properly because if I used the fix @ https://www.nexusmods.com/dragonageinquisition/mods/3779 it would show up in game. I wanted access to the keep etc as I've done a full playthrough tracked ready for Dread Wolf.. They refused to do this. They claimed they changed my steam key though nothing was changing my end during this.
I did end up trying this afterwards.. which I saw posted on steam forums:
"Hey there. I have been getting useless suggestion from EA Help however I just managed to solve the problem by myself. I repeated the steps in below several times until it worked. 1. I closed Origin Launcher. Steam is still running. 2. Visited support page for Dragon Age Inquisition on Steam. 3. I removed the game from my account and restarted Steam. 4. Launched Origin and checked that DA Inquisition is not playable and it says "Buy Now". 5. I re-added my game through the Steam support page to my account and restarted Steam. 6. Closed Origin and opened it again. 7. Now on Origin Dragon Age Inquisition is seen as a "new product." and on the right top side of it, it says "new" with green background. 8. After that, I launched my game and was able to continue my save file without the "Missing DLC" error message. Hope this helps you as well"
This has fixed the issue for me, and now all the schematics are loading in game whilst online on my own profile. Whilst I am not sure if whatever the support guy did fixed it or removing it from steam, but a few people have said that this steam fix worked alone.
Whoa! Nice find. I will sticky this post for folks who got the game through Steam. Couple of points: 1) Do you really mean the Origin app? Or the EA app? Origin is no longer available to download. 2) Turns out the Keep cannot be used with Dragon Age: The Veilguard, so that's no longer a concern.
I have zero idea as to what i am doing here or even how to install this Mod to fix the game. I am fairly new to the PC side of things and i cannot find the profile data to save my life, anyone available to give me a hand? lol please. I think i found how to do it.

OMG! Was so excited when I stumbled upon this fix for DAI GOTY through EA BUT...
I've installed exactly according to instructions, I click LOAD instead of CONTINUE and get a new error message saying THIS SAVE DATA WAS CREATED WITH A NEWER VERSION OF THE GAME. PLEASE DOWNLOAD THE LATEST PATCH AND TRY AGAIN.
I will be crushed if I have to start a game from scratch as I'm a completionist and have spent countless hours grinding in The Hinterlands...please help!
FIXED....OH THANK THE MAKER!!! Just had to change the versions of the patch & mod patch. (Credit to serenie for the answer)
1. Go to C:\Program Files (x86)\Origin Games\Dragon Age Inquisition\Update (or wherever your game file is located) 2. Open the Patch folder 3. Open the package.mft file in Notepad 4. Change the version number to higher number like 98, If running mods: 5. Go back to C:\Program Files (x86)\Origin Games\Dragon Age Inquisition\Update (or wherever your game file is located) 6. Open the Patch_ModManagerMerge folder 7. Open the package.mft file in Notepad 8. Change the version number to Version 99
