This is such a lovely addition to the Winter Palace, and lore friendly or not, while her guests are in cold winter like tones, it makes perfect sense that the empress herself would want to appear like the warm fire breaking the monotony so all attention would fall to her Great work! Personally love this rendition of her necklace more than any other I've seen thus far too!
But, to me, everything in Halamshiral is almost the same colour palette (blues, purples etc.). Plus, the colour red stands out and since Celene is the empress of Orlais, all eyes should be on her, no? :)
