Because of the issue of not currently being able to "use" a custom quest item, I've changed the "buy drugs" quests to "get drugs for a desperate citizen" ones. Fixed a couple of drug effects having the wrong effect.

Swapped the roles of Skooma and Moon Sugar to be more lore accurate. Modified drug effects, tolerance and legal rep penalties slightly. Improved graphics. Some new quests.
