Rumors of the Iliac Bay has been updated. You will find the changes below. Also, I was made aware of a setting that can increase the chances of a quest rumor appearing, which is what's the mod is using to show them.
To increase this value, you need to edit the appropriate setting in your Settings.ini file, found in this path below and find the line "QuestRumorWeight" :
I'm just curious, is this a flavor text kind of thing to help immersion, or are these quests of some sort? I'm new to Daggerfall so I'm not sure what rumors are within the context of this game.
Sometimes when talking to an NPC, I'll ask them, Any News? There will be a blank space, where their response should be but it won't be there. I'll ask them any news again and then they'll say they already shared what they know. Does not happen often, not even sure if this is the culprit but I think it is. EDIT. I went back to a previous save the problem seems to have stopped, I don't think it was this mod, I read in an old forum somewhere that refusing quests can cause this bug, I am not 100% sure but I went back to a save I made before I started the a quest I was doing (noticed the bug for the first time during and after said quest) and now all seems well. My advice, save before you accept and or deny any quests.
I have updated the file. If you have been visiting the Isle of Balfiera or Orsinium on the initial release (1.0), you will need to activate the quest again using the in-game console. This is because these two regions do not have some of the referenced locations used in the rumors, which would prevent the quest from initializing. If you have not visited these two regions, you do not need to this extra step if you're updating.

Replace the value below with any number of your choice. I recommend 75.

It seems like it doesn't start automatically anymore. Try opening up the console and typing "startquest RIB".
