So apparently the issue is that you have to edit the basegame_4_gamedata.archive file, not the basegame_4_appearance.archive. Replaced one instance of panam\ts\ml_l1_001_wa_pants__.mls in basegame_4_gamedata.archive and got it to work, even with an unchanged basegame_4_appearance.archive file.
1. Enter search and replace as described in the description 2. In the search field (on the right in the window in which you entered the changes) check "all" 3. DO NOT click on "OK" but on "Replace all"

When I try to save the file, it does update but they all get reverted back to their original values when I load the game. Does the file need to be made read only?
Edit: When it says to search and replace, be sure to start with the cursor on the first hex value every time and use the "Search All" and "Replace All" functions. Every item has multiple material entries and all of them need changed to get the effect.
