Small cfg-tweak for increase graphics quality. For 1.6 TY&Enj =) ~10 fps hit on 3070ti (2560x1440)

Only in-game CFG-tweaks:
Improved the range of shadows, increased the clarity of reflections, removed the additional illumination (rim enhancement) of some details of the environment, vegetation, characters and weapons.
All screenshots captured with "1080p+RTX-On+DLSS+Nvidia sharpness 55". Performance drop ~ 5 fps on GF2080Super.
UPD: V2 perfomance drop ~ 5-7 fps on GF2080Super 1440p.
UPD: V3 perfomance drop ~ 10 fps on GF3070Ti 1440p.
UPD: V4 - 1.62 shadow flickering fix. (DissolveTime = 0.500000 >>> 0.005000)
Put "user.ini" in ...Cyberpunk 2077\engine\config\platform\pc
