You only need to move the red4ext and CET folders into the game folder, and I suppose reshade. But everything else can be installed and run inside MO2 as is. Unless this is just to make an extremely pristine game folder, were you running into any trouble with root builder? The current wiki guide for using MO2 even recommends against using root builder. I want to make sure the info on the wiki is up to date and no one is running into problems that can't be fixed!
Both the developer of MO2 and the guy who wrote the Cyberpunk plugin do not recommend Root Builder. If it's working for you, feel free to keep using it, but this is not the advised option for new users.

The plugin creator only said 'don’t use Root Builder' once in a Discord chat, and that was for someone who, I guess, didn’t know how to use it properly… because it’s working perfectly fine for me. And yes, you only need it for those two mods.
Yeah it's not necessary and could cause more of a headache than if you didn't use it. But I'm glad there are no problems! I just saw a couple new Root Builder mods within the last week and wanted to check there wasn't some outbreak of bugs or issues with MO2 for Cyberpunk.
Have you used Root Builder yourself or are you just repeating someone else's opinion, and possibly out of context at that? Because you're flat-out wrong about what it can't or shouldn't be used for. You are not aware of every mod, every third party tool, every setup, or every use case that could possibly exist, because if you were, you would not make such a blanket pronouncement. A pristine game folder is a very useful thing to have, by the way! If that was its only use, it would be well worth it for that purpose alone. You don't have a use for it beyond the cases you named, is what you mean, but you don't speak for everyone. These are computers we're talking about here for crying out loud, they can and should be used in whatever way is both needful and possible.
This person put their time and energy into making what looks to be a very useful tool, if I'm understanding its operation correctly, so if you're not minded to applaud their efforts, at least quit fussing over whether every other modder's workflow will fit onto your wiki page for day one beginners.
I've used rootbuilder sparingly for years without issue. (I wouldn't mod Skyrim without it.) But for C77, the only thing it's actually needed for is Reshade. (If you use the latest version of the C77 plugin, linked in the comment from Neuroticninjah.)
CET works fine. You can just use MO2 and download it like any other mod, and if that doesn't work then download it manually and extract it, then drag the contents to your Cyberpunk root install. That merely requires you to cut-and-paste the bin file for CET and you're done. I find that having redundant installs (i.e., straight download into MO2 mods + dropping CET into root folder) works fine; you'll get a red notice in the right pane of MO2 that you have duplicate files, but it works just peachy.
You guys are free to use rootbuilder and this plugin if you so desire but the new plugin that was just released makes the use of rootbuilder not necessary for CET and Red4Ext just thought I would mention that.
I helped a bit getting this across the line, and I can heartily endorse this approach. The only thing I use rootbuilder for now is Reshade shaders and profiles.

No matter what I did, the game doesn't seem to read it, root builder or not
here’s the plugin for those interested
