both allow to switch on/off the same game's built-in junk scrapper,
the older mod does it through its CET window only, you have to open the CET overlay to find the mod window to switch it on/off,
the new mod does it through the Tech Ability Perks menu as it used to work in previous game versions,
the older mod enables/disables it regardless of a game save or playthrough - it's on or off as long as it's set in its CET window settings,
the new mod manages it based on the perk state saved to your game save like any other perk,
the older mod enables the scrapper by default, you have to go to settings to switch it off if needed,
the new mod does not enable it by default - you need to go to the Tech Ability Perks menu to "buy" the perk to enable or "sell" it to disable just like any other perk.
Yep, it is. While the previous mod has its pros, this one works as the perk is supposed to work. Ultimately it's all down to personal preferences when choosing between the two.

Checked the compatibility section but almost missed the part about this not costing perk points in the first place. Oops.
Anyways thanks for the mod! Never did really understand why they got rid of this perk.
The perk is not showing up on my skill tree. My version is 2.13
