Fixed a nuke going off every time you looked into the sky during the day (I fixed overexposure when looking up).

Additional adjustments to bloom, grain, flares, sharpening, and vignette. This will play nicer for users with path tracing.
These exposure adjustments are from Nova City's weather states; I simply transferred the parameters to the vanilla ENV (environmental file that controls weather states, lighting, and more).
If you like these exposure changes but do not like vanilla effects and lighting, check out Nova City which includes 30+ weather states and overhauled visuals.
Note:
The exposure changes are most noticeable with raster during the day and path tracing during the night.
Because this mod is not compatible with other weather and lighting mods, if you're playing without path tracing and need a vehicle fix, please look into using Aerondight Lighting Fix by Krat0es.
