Changes the Technical Ability perk: Internal Clock to instead still fire Bolts on reaching full charge.

By default, to perform a Bolt with a tech weapon, you need to release the trigger between 75.00% and 99.99% charge. An adjacent perk, Internal Clock, slightly increases the Bolt window below by lowering the lower charge bound to 65.00%. This is worse than the other adjacent perk, In Charge, which prevents auto-firing at full charge and similarly increases Bolt window by raising the upper charge bound to 109.99%.

Then if you consider the Bolt perk level 1 already reduces charge time by 20%, and another Perk reduces consecutive charge time by up to an additional 30%. This small window increase is negligible for weapons with short charge times.

As a worse case example, the RT-46 Burya Revolver has a base 0.25s charge time, so with the above charge time perks, the Internal Clock perk increases perfect charge window from 31 ms to 44 ms. That 13ms increase is less than 1 frame at 60 fps. Yeah, that's useless for the vast majority of players.

So I decided to rework this perk to instead change the release window to between 75.00% and 100.00% charge. This way, you can still benefit from higher dps with perfect timing, but the perk will act as its intended, a crutch for less skillful players.
