Could you let me know where you are in the PL storyline (i.e. what's the last major story beat?), as well as which variant of the mod you downloaded please?
I'm right around where reed escorted myers out of dogtown. and i'm waiting on his call after 2 days. so not that far into PL. but i did do all the available(5) side/fixer gigs and side quests in dog town. And i'm using all 4 of the mods, though i tried turning them on one by one and with different combos, but there seems to be no change. still blank big screen and Rick watching over dogtown like a god on that av.
Without giving too much away (though I'm sure you clocked the different mod file names), different people appear on that screen at different points in the story. I think you've caught it at a kind of in-between moment there: Barghest are on high alert due to recent events, and so the main screen is blasting out warnings and public notices instead of showing those people.
I'm not 100% sure how long it takes to go back to the standard videos, but I'd guess it'll happen soon after Reed gets back in touch?
oh okay, I'll try to progress a little more in the PL story and see if there are any changes after that. Thanks for letting me know. i'll try to get back and give an update. my game is broken at the moment because of 2.12 and i'm getting all my mods/files sorted which sucks.
Top tip: Turn off automatic updates if you're using GOG, or change updates to only happen when you launch the game if you're on Steam, and then make sure to only start the game using the game's actual .exe file in the "bin" folder (or a shortcut to it).
Funnily enough I've never heard any of Idris's tracks in the game, nor any other licensed tracks for that matter. As I've played Cyberpunk 2077 almost exclusively as part of my YouTube series I've had to keep all licensed tracks out of the game - I've no idea how many hours of music I've missed out of so far! 😅

My suggestion: bust out some slick moves whilst traversing DTown! Become the envy of the Eventide, create jealousy in Golden Pacific, and Dazzle in the Stacks!
