It shows: - Windows Powershell opened as an administrator - Setting execution policy to unrestricted so the script can run - Changing directory to wherever the script has been downloaded/unzipped to - Invoking the script with a path to a save file as well as the "switches" like -populateEmptyIslands that tell the script to work its magic.
I'm not sure how you think scripting works, but powershell is built in to windows. Everything you need is well documented in the description page, and you don't need to download anything other than the script itself.
