Adds DLC mission reward and now unobtainable (limited time) gear to crazy earl's veteran rewards vendor.

Adds options to choose what content's items are in the veteran rewards vendor, pick what dlcs items you want and whether or not random non unique gear shows up in there and click a button to add them into the machine.
Just turn the mod on, pick your settings and they will apply next time you load into sanctuary.
To install unzip earl_vendor_upgrades.zip then drag and drop earl_vendor_upgrades.sdkmod into the sdk_mods folder.
