Using BLCMM (aka borderlands mod manager) Trough BLCMM, you open the file you have downloaded, then save it as a .txt file (or open an already existing mod and import the file you have downloaded)
Once in game, in the main menu, open the console command then write "exec XXXXX" where XXXX is the name of the .txt file you have created
Personally, i combine this mod with the community patch in one single .txt file to execute with the command to save time and brain effort
PS : trough BLCMM, you can activate/deactivate which part of the mod you want, seems the author also made some nice customization (for some skills tweaks, not all) if you want OP or balanced effects
