   This is FANTASTIC, I love this concept so much, it adds some excellent difficulty options for my runs. Is there a list of Perks anywhere that enemies can get from Benefits Package? Whenever I have it on, it seems like all it's doing is giving enemies flaming weapons so bright I can barely see to fight them.

   This is something that should be in vanilla too - It would be so easy to implement and it would do a lot for the replayability.
