Precision Shot is extremely powerful. I thought that instead of a huge (40% !!!) bonus to hit when using Precision Shot, it should have a non-trivial penalty (20%).

Precision Shot is extremely powerful. I thought that instead of a huge (40% !!!) bonus to hit when using Precision Shot, it should have a non-trivial penalty (20%).
This forces a meaningful trade-off between total damage and targeted damage. It also nudges the player towards using sensor lock and instability to reduce the target's evasion and maximize the chances of a successful Precision Shot.
This does make the skill objectively worse though. So I reduced the cost by 5 morale across the board.
