Can you clarify what this does? Does this mean just research one and it will unlock everything? Or does it just allow you to research previously unresearchable items?
Technically it should be possible, but from a game mechanics standpoint problematic. The research institute determines on which island the researched items are added to the storage. If you have multiple institutes it will send it to the island the research institute was build on first in the best case or crash your game in the worst case :P. Either way neither of these are elegant solutions.
So testing it out, it is possible, however building the monument requires worker workforce so building it in enbesa/arctic/new world is impossible without further tweaks. Additionally for everything research related, i.e. available engineers and electricity also only the last built research institute is considered. So a lot of tweaks would be required to make it work outside of Old World regions. But technically, yes, it's possible :P
