It does not work in the campaign, because you don't start that game mode with a flagship. I have no idea which old version you refer to ... this is version 1.0 of the mod, and to the best of my knowledge nobody has ever published a mod changing the Flagship's starting resources until now.

Could you Also Include The Campaign Flagship to be fully Loaded as Well.

There are mods which do just that, search for "add item" or "white flag" on this website.
