Have you used the console before? The keybind is persistent across game updates. It should tell you when you first launch the game what it's set to.
If not, you can open the game's installation folder and go to saves/common/config/lw_console_settings.json.data and change the consoleKeystroke setting manually. To have it open with tilde (` or ~, the normal console button in many games), change this setting to the following: "consoleKeystroke": "41|false|false|false",
Also, might I suggest a "Show All" command? To show all things in a particular system - bases, planets, weapons caches, etc. I get tired of stooging around systems looking for some blueprint some spacer "claims" is there...but I can never seem to actually find.

The valid arguments for cheats are player, fleet, enemy, or all; and they should work for all togglable combat commands.
