I've uploaded the esp+bsa version. There is no other change.
The esp is blank (it does nothing expept load the bsa). You can install/remove it at any time without any issue.
You should load it at the very top of you load order (lowest priority), this way it will be overwritten by every mod and loose file and won't create any conflict.
Concerning BSA, there is no generale rule about the loading speed. Reading one bsa containing 1000 textures is much faster (especially on HDD) than reading 1000 differents textures. However decompressing an bsa take some time. Usually if you have an HDD bsa will load faster, if you have an SSD you shouldn't notice any important change.
I had the same question, and couldn't find a good answer. After doing some looking at each mod myself, I opted to stop using this in favour of Cleaned Skyrim SE Textures for a few reasons:
1. Cleaned Skyrim was made more recently, with newer tools, by an author whose work I'm more familiar with. 2. Cleaned Skyrim is as an ESM/replacer, which lets it sit higher in the load order and thus be overwritten more reliably. 3. Cleaned Skyrim covers about 50% more textures than SoT.
Putting a note here, having this mod installed causes a CTD upon entering the safehouse in Legacy of the Dragonborn. Load order changes cannot fix this issue, as LOTD is loaded as an ESM while this mod is an ESP, so it cannot load before LOTD.
Using SSE downgraded to 1.5.97. Installed this. I have seen no difference whatsoever in the numbers at the top left corner of my screen (FPS). I have only SKSE installed. I tried 3 times, lauching 3 news games, and restarting the games thrice as a result. The second time, the main menu didn't load and was stuck in a loop, with the Skyrim logo and no menu to the right (and a little wheel indicating endless loading). I had to restart the PC.
This mod is 6 years old. I have no doubt that it was effective at some point. Right now, i don't know under which conditions it is.
Edit: I just tested it and I didn't notice any difference in performance with UPOT, which is curious since UPOT has been updated more recently compared to this mod
