The fastest and lightest overhaul ever made

Adds 5 constructible portable scopes with 5 different zoom levels and maximum aim stability. And you can even shoot things with them! No, just kidding. This is the first publication of Roleplaying Elements, a series of mods adding a nice touch to RP but with little to no effect to gameplay.

Delays cells respawn timers. There are other mods doing this but I believe they aren't safe to use.
