For those encountering this "problem"....there is a neat solution...use "Simply knock" mod...knock...ask politely to enter and you'll be welcome to stay and do what you are there to do.
It's Still useful though. Even with the USKP this stupid bug still plagues me from time to time. It's probably another mod overwriting the USKP changes, but since they go early in the load order; this can go later.

I can make a vote that sometimes it doesn't work properly for me either even with USKP installed. Next time I have the bug I plan on doing a full diagnostic of whats causing it though so hopefully I can find out and provide the info.
I can also confirm that this bug happens OFTEN (but now always) on new runs despite having the USKP and nothing overwriting it's changes to my knowledge! The wiki states that it's best not to wait too long between objectives when starting this quest to avoid the bug, but I practically speed-ran up to this point and was still locked out of the GrayMane home...
Funny, I was just doing this quet earlier today and thought it needed fixing, since there wasnt any I just tp'd Avulstein to me, but this is a much better fix indeed.
