In Vanilla, each Jarl has a personal housecarl. However all are weak and most are uninteresting. You would figure that only the mightiest hero of the hold would be the protector of their Jarl.

Galmar Stone-fist now General Stone-fist (2H brute) -Windhelm
Jod now Admiral Jod (shield warrior) -Dawnstar

NOTES Battle housecarls at your own risk: Killing them can ruin quests, I do not recommend battling Irileth until after the main quest, she is a scripted main quest housecarl. They're also some of the toughest NPCs and will have the help of the Jarl's men and guard.
You could do battle with housecarls of the opposing civil war faction.
Dawnguard and Dragonborn required.
FUTURE I may make the post-civil war Jarl housecarls mighty.
