I'm fully aware this is an old mod, so I ask this mainly out of curiosity rather than request; would it be possible to actually replicate the original hover boots effect? I have to give you props, these look pretty much exactly how I think they'd appear in Twilight Princess, which is my favorite in the series. I'm curious if the original hover boots effect (less traction, actual hovering, etc.) is possible in Skyrim?

The less traction is impossible, but the hovering actually is, though it's sometimes unreliable.
In Relics of Hyrule, however, I did replicate the hovering effect on an enhanced version of the boots. All of my standalone mods are no longer being updated.
There's also this mod by a different person that replicates the hovering:

Do you slide around a little when you walk? if you walk of a cliff do you .. well, hover for a few seconds?. If not then these aren't real hover boots then are they?. There just magical boot's that allow you to walk on water. And since when do the Hover boots "fortify sneak"? There not sneaky boots there hover boots, they make you hover, That's its thing. It doesn't have ANYTHING to do with sneaking. And why is that Khajiit out that far in the water? The hover boots don't last that long. he would if fell into the water long before he got to that spot.

It is nearly impossible to perfectly replicate the Zelda Hover Boots in Skyrim. Such a thing would require hours of scripting and testing. Making the water-walking turn off after a few seconds would require hours, if not days of trial and error.
Making the boots float in mid air would require weeks.
The goal of my mods is not to re-create Zelda. That's impossible and pointless.
All I did was try to translate them to Skyrim.
So no, they are not the Hover Boots from Ocarina of Time. Obviously.

If you want a more accurate set of Hover Boots (and you very clearly do since you've brutally criticized every aspect of this mod except the texture), I recommend Iceburg's mod:
      http://www.nexusmods.com/skyrim/mods/23769

They're not perfect either, because the Hover Boots are an object that simply do not translate well from the Ocarina of Time engine to the Skyrim engine. Because they're different games by different companies in different years with different technology.

Oh, and the logic behind the sneak fortification is that you're hovering.
If you're not touching the ground, logic dictates that your feet don't make as much sound.

Hay whoa Calm your tits guy/lady i was just messin with ya. im fully aware that that kind of detail would be difficult and require some extensive skill in modding i was just following up on your description for a chuckle

"Now before you start throwing full mead bottles at the screen for my clear and utter disregard for Zelda and all it stands for, shouting, "THESE ARE NOT THE HOVER BOOTS I KNOW AND LOVE YOU FILTHY DODONGO BONGO BONGO!"

And about the sneaking thing ... Yeah i GUESS that makes sense.

Clearly I am not amused by your messing with me. I had absolutely no clue about that, and sarcasm is very hard to deliver in text.

I have been legitimately insulted by far too many people for straying from perfect re-creations of Zelda, and I take my work too seriously, so perhaps I overreacted.
But again, I had no clue that your entire lengthy comment was a joke until after I had replied. It sounds exactly like some of the harsh, serious criticism I have received.

No; the boots cannot be disenchanted.

These actually look pretty cool, and have good enchantments. Does this require Dawnguard?

      Thank you!
And no, it doesn't require any DLC.
