This is a fun idea, and assuming the mod does what it says, the people saying that setscale 0.3 does the same thing are wrong because all that does is change the size of one character at a time, unless you're going to run through the entire game changing scale of every character you see, it's not really the same thing, is it?
The problem that still exists in this mod would be clipping in the landscape, furnature, etc. Making all the chairs and benches in the world small also might help.
There was talk of doing that, but the work load is immense. Bethsoft forums had a series of discussions for both Oblivion and Skyrim. Someone may well be working on it, but it certainly wont be released anytime soon.
I was expecting the landscape and textures and all that to be smaller but the continet larger and distance between cities far longer.... *hopes destroyed*
