I try to avoid going into photoshop as much as possible because the tone & color of the image can change when I do Save for Web, and to not change it, I have to go through series of color/monitor calibration which I'm not so good at. Thanks for the tip though!
In Photoshop you might try the Export for Web and Devices settings - it gets rid of thumbnail images and exif data to reduce file size beyond even before compressing or resampling. You can even just tell PS what size you want the file to be and it'll pick the quality settings to match.
The size limit of shots here is 1.5Mb. You can reduce the size by making a lower quality .jpg, with for instance a free image viewer like the FastStone Image Viewer.
